## Outcome

The Stage 9 desk screen recommends sending the paper to external referees. This is an
internal submission-readiness judgment, not acceptance and not evidence of an actual
journal decision.

## Changes supporting the recommendation

### Price versus scale

The manuscript now distinguishes directional reallocation from total research scale.
Corollary 1 derives the exact endogenous-scale response to a widening imitation
asymmetry. Faster horizon imitation alone shrinks total program size. Reliability
annuity growth expands it, and the paper states the necessary and sufficient condition
under which that positive force dominates.

### Resource spending

With common unit research costs, program resource spending is chi times Q plus the
aggregate scale cost Gamma(Q). Its derivative has the scale derivative's sign whenever
the marginal resource-cost coefficient is positive. Public frontier training-cost
series are explicitly treated as motivation rather than a measurement of Q, Gamma, or
either annuity.

The abstract was reduced to 200 words and organized around the mechanism. The
introduction now calls the opening argument a conditional resolution, permits explicit
